Bad actors and autonomous vehicles

It sounds funny, but if autonomous vehicles are designed to avoid striking pedestrians — notwithstanding the aforementioned crash in Arizona — then what’s to stop a group of “bad actors” — criminals, basically — from stepping out in front of an AV, forcing it to a stop, and committing a crime to the vehicle or its passengers inside?
